Keir Starmer's Supporters Launch 'Stop Andy Burnham' Effort to Block Manchester Mayor's Commons Re-entry
Key supporters of Prime Minister Keir Starmer have reportedly kicked off a coordinated effort to prevent Andy Burnham, the Labour Party Greater Manchester Mayor, from making a comeback to parliament. This move follows the resignation of a Manchester-area MP, which has sparked an upcoming by-election.
Significant Hurdles in the Selection Procedure
Several figures on the party's powerful NEC have reportedly predicted it would be extremely difficult for Mr. Burnham to successfully pass through the selection process. This is largely due to the sizable presence of supporters of the Prime Minister on the committee who are anxious to head off any future leadership challenge.
The Labour party machine reportedly mobilised following the revelation of the MP's intended departure, with party figures and MPs voicing warnings about the considerable expense and political risk of a subsequent election for mayor in Greater Manchester.
Burnham's Ambitions and Internal Disquiet
Andy Burnham has made no secret of his political ambitions. Previously, he caused consternation within No 10 and among senior ministers when he stated that many MPs had encouraged him to stand for the party leadership.
There has long been speculation that he is aiming for a seat in the Commons to potentially stand for the Labour leadership should a contest to Sir Keir emerge. However, allies of the Greater Manchester Mayor have warned against exaggerating the level of any scheming, suggesting he is passionate about his job as mayor and would only re-enter national politics if he felt he had a meaningful contribution to make.
"People want to paint him as scheming and plotting but that’s absolutely not where he is. He loves being mayor of Manchester. It would only ever be an option if felt he had something to offer," a supporter stated.
Political Landscape and Public Approval
Against a backdrop of polls indicating Sir Keir is struggling in the polls and many MPs despondent about Labour's fate at the next election, Andy Burnham is seen as the sole senior Labour personality with consistently positive ratings with the public.
If Mr. Burnham choose to stand, several obstacles stand in his way. He would need to be approved by the NEC—where the odds are stacked against him—and then secure victory in the byelection against competition from Reform UK and independent candidates, all before any potential bid for the leadership.
Efforts to Block Burnham
Senior Labour sources have said that a "Stop Andy" operation is already in progress, with the party machinery being tightly controlled by key allies of the Prime Minister.
The Prime Minister himself commented that the byelection process was in its "initial phases" and urged his MPs to cease discussion of possible contests for the leadership.
Andy Burnham, speaking before the MP's resignation was finalised, told reporters: "People shouldn’t rush to conclusions. I have been very focused on my role as mayor of Greater Manchester."
Financial and Political Dangers
Figures on the committee have reportedly cited not only personal opposition towards Mr. Burnham but also the significant expense of a by-election for mayor in Greater Manchester. This could redirect around £500,000 in campaign funds from other crucial elections across the country.
"It is deeply selfish of Andy to want to run for this – costing us tens of thousands we don’t have and diverting activist resources... It is absurd beyond description and cannot be allowed," an insider claimed.
Several insiders also expressed concerns about Reform UK potentially fill any vacancy created by Mr. Burnham, which would represent a major symbolic victory for them.
Union Influence and Democratic Concerns
Being an elected mayor, Mr. Burnham would require the NEC's approval to run. There is also speculation the body could enforce an all-female shortlist to block his nomination.
Yet, a supporter warned against presuming the NEC would automatically block his candidacy, despite Sir Keir's team is widely thought to control it.
The unions occupy a sizable proportion of seats on the NEC. While the largest unions are currently remaining quiet, sources suggested they would be opposed to anything seen as interference from Downing Street.
The general secretary of the Fire Brigades Union said: "It would be a democratic outrage if Andy Burnham was blocked... Our union will fiercely resist any attempts to stitch up the selection. It’s vital that there is a full and open democratic procedure."
Electoral Challenges
The seat in question holds a sizable Labour lead. However, Reform UK is likely to mount a strong challenge, building on support in one part of the constituency. Labour believes it is on stronger footing in the more populous Greater Manchester section, though it could encounter a challenge from pro-Gaza independents.
If Mr. Burnham re-enter the Commons, he would need the backing of 80 Labour MPs to mount a bid for the leadership, a hurdle that is not guaranteed given he is viewed with scepticism by a number of on the parliamentary party.
The resigning MP confirmed he was stepping down due to declining health, which had made it impossible for him to continue in his role. He is also under a standards inquiry concerning his involvement in an offensive online group.
